Toliara Project & Rare Earth Strategy

Toliara contains high-grade and high-quality titanium, zirconium and rare earth minerals with a projected long mine life. A definitive feasibility study has demonstrated robust economics for producing titanium and zirconium, with a prefeasibility study showing the potential to also produce a monazite rare earth stream.

The monazite from Toliara, along with monazite Energy Fuels plans to produce from its Bahia project in Brazil and Donald project joint venture in Australia, will feed Energy Fuels' White Mesa Mill. The mill has already demonstrated the ability to process monazite and separate it into advanced rare earth products like NdPr (neodymium-praseodymium) oxide used in EVs and wind turbines.

Over the next 2-4 years, Energy Fuels plans to develop and commission the Toliara, Bahia and Donald mineral sands projects. At full production, they could provide sufficient monazite feedstock for Energy Fuels to produce 4,000-6,000 tonnes of separated NdPr and 200-300 tonnes of dysprosium and terbium per year, making it one of the largest non-Chinese rare earth producers. Energy Fuels is already designing and licensing an expansion of its rare earth processing capabilities at the White Mesa Mill to match this monazite supply.

Titanium, Zirconium & Uranium Production

In addition to rare earths, the mineral sands projects will generate significant quantities of titanium and zirconium minerals. These will provide Energy Fuels with an additional profitable product stream, positioning it as a major global supplier. Meanwhile, the company will continue ramping up uranium production at its U.S. mines and the White Mesa Mill to maintain its position as the leading domestic uranium producer.
