enCore Energy Receives Federal Approval to Begin Construction at Dewey Burdock Uranium Project

enCore Energy receives BLM authorization to begin infrastructure construction at its Dewey Burdock in-situ recovery uranium project in South Dakota.

BLM Final Approval Authorizing Construction Start at Dewey Burdock

The Bureau of Land Management's final decision followed completion of its Environmental Assessment and a Finding of No Significant Impact, authorizing enCore's subsidiary, Powertech Inc., to begin construction of initial ancillary infrastructure at Dewey Burdock. The authorization covers approximately 240 acres of BLM-managed public land within the larger project area.

The scope of approved work includes portions of the primary and secondary access roads, light-use roads, four groundwater monitoring wells, and overhead power lines. These elements represent initial site infrastructure rather than full project construction.

The approval represents the completion of the BLM's federal review process for this phase of the project, following release of the draft Environmental Assessment and the subsequent public comment period.

Federal Permitting Progress Through Fast-41 and Environmental Review

Dewey Burdock was accepted into the Fast-41 Program by the U.S. Federal Permitting Improvement Steering Council on August 28, 2025, making it the first South Dakota in-situ recovery uranium project to receive that designation. The Fast-41 Program provides coordinated federal review for projects designated as priority infrastructure.

The BLM published its draft Environmental Assessment on April 14, 2026, and accepted public comments for 30 days. Comments addressed groundwater protection, cultural resources, tribal concerns, environmental justice, and compliance with federal law. The BLM reviewed and addressed each comment before issuing its final decision and Finding of No Significant Impact.

Project Significance Within enCore's Pipeline of Future ISR Uranium Developments

Dewey Burdock is an advanced-stage uranium project located in Custer and Fall River counties, South Dakota. The project will recover uranium from subsurface sandstone ore bodies using in-situ recovery technology, in which an oxygen and water-based solution dissolves uranium minerals underground before the solution is pumped to a central processing plant. This method allows for minimal surface disturbance compared to conventional open-pit or underground mining and has been in use for more than 50 years.

The project holds a Source and Byproduct Materials License from the U.S. Nuclear Regulatory Commission, originally granted in 2014 and currently under timely renewal, with the NRC serving as lead agency for federal permitting going forward.

Dewey Burdock is one of three projects in enCore's planned pipeline beyond its South Texas operations, alongside the Alta Mesa East expansion in Texas and the Gas Hills project in Wyoming.

Milestones and Next Steps

With BLM authorization in place, enCore is set to begin the infrastructure work covered under this approval, including road construction, monitoring well installation, and power infrastructure at Dewey Burdock. The company said it will continue working with federal agencies and South Dakota state regulators to advance the project. Dewey Burdock remains listed as an active project on the Federal Permitting Dashboard, and its NRC license renewal is ongoing.
