NRC Issues 20-Year Licence, Completing Federal Approvals for Dewey Burdock

The NRC has renewed the Source Materials Licence for Dewey Burdock for 20 years, following completion of the agency's Safety Evaluation Report, the final step in the licence renewal process. With this approval, the project has received all federal permits required for the project to proceed.

The renewal follows a series of recent approvals. Earlier in June, the NRC issued an Environmental Assessment, a Finding of No Significant Impact, and a Programmatic Agreement for the project. Separately, the company received Bureau of Land Management authorisation to begin construction of infrastructure on the portions of the project located on federally managed public land.

With federal permitting complete, the next stage for the project is state-level review in South Dakota.

Federal Fast Track Programme Supports Domestic Uranium Production

Dewey Burdock was added to the FAST-41 Program by the US Federal Permitting Improvement Steering Council in August 2025, with the NRC acting as lead agency. The programme is designed to accelerate permitting decisions for projects designated as priority infrastructure, with a stated goal of improving transparency and predictability in the federal review process.

Dewey Burdock is the first in-situ recovery uranium project in South Dakota included in the programme. Its inclusion is described in the release as supporting the broader domestic uranium production focus of the United States, as the country works to expand supply for its nuclear power reactors.

South Dakota Permitting Remains Ahead of Full Operations

Although Dewey Burdock has received all required federal permits, the project still requires approval from the State of South Dakota before it can move to full operations. The company has commenced this state-level permitting process.

State permitting is separate from the federal review process and covers requirements specific to South Dakota. The release does not specify a timeline for completion of state permitting.

The Dewey Burdock Project holds an NRC Source Materials Licence (SUA-1600) effective until June 2046. enCore, through its subsidiary Powertech USA, Inc., plans to recover uranium using the ISR process, which uses an oxygen and water-based solution to dissolve uranium minerals in place, producing yellowcake for use in nuclear reactor fuel.

Next Steps for the Dewey Burdock Project

With all federal permits secured, the completion of South Dakota state permitting is the remaining step before the Dewey Burdock Project can advance to full operational status.
