Nickel Surplus Hangs on Jakarta’s 2027 Quota as Miners Seek Double the Cap

Indonesian miners have applied to mine over 500 million tonnes of nickel ore in 2027, double the 2026 cap, as the INSG forecasts a widening nickel surplus.

  • Indonesia's mining regulator said on 28 October that requests for 2027 nickel ore output exceed 500 million tonnes, roughly double the 2026 cap of 250 to 260 million tonnes.
  • The 2026 cap trimmed permits rather than ore: Indonesia's energy ministry estimated actual 2026 mining at about 209 million tonnes, below the approved ceiling, and the INSG raised its 2026 production forecast by 150,000 tonnes.
  • Indonesia’s regulator warned approving every 2027 request risks oversupply, while Chinese producers in Indonesia have discussed halving output, with no cut confirmed.
  • Nobody outside the ministry knows the 2027 figure before the 15 November deadline, so position size, not timing, is what a holder of nickel equities controls.
  • The surplus case holds until Jakarta approves a 2027 quota at or below the 2026 cap, leaving low-cost producers best placed to wait it out.

Indonesian Miners Want to Mine Twice as Much Nickel While Prices Stay Low

Tri Winarno, Director General of Minerals and Coal, said that Indonesian miners have applied to mine more than 500 million tonnes of nickel ore in 2027, and some have yet to apply, as reported by Shanghai Metals Market (SMM). The RKAB is the annual production quota each miner needs approved. He warned that mining the full amount could oversupply the market and push prices down. Shanghai nickel futures closed flat at 118,190 yuan per tonne.

The figure is roughly double the 2026 cap of 250 to 260 million tonnes, which Winarno set in July to stop oversupply dragging prices lower, according to state news agency Antara. The cap has not held prices up. LME nickel fell to US$14,885 per tonne on 15 October, its lowest cash price of 2026, according to LME data compiled by Westmetall.

Quota Cuts Limit Permits, Leaving Nickel Supply Ahead of Demand

The cap limits what miners may dig, not what they do dig. Indonesia's energy ministry estimated 2026 ore output at about 209 million tonnes in March, below the 260 to 270 million tonnes approved in February. High-grade ore sold below Indonesia's government benchmark on 29 October as smelters bought cautiously, according to SMM. On 13 October, the International Nickel Study Group (INSG) raised its 2026 production forecast to 3.87 million tonnes from 3.72 million in April, turning a 32,000-tonne deficit into a 19,000-tonne surplus.

LME nickel stocks stood at 278,814 tonnes on 28 October, up 11% from a year earlier. The figure is 251,238 tonnes on 27 October 2025, against 278,814 tonnes now.

Low Nickel Prices Hit High-Cost Producers While Refined Nickel Buyers Pay Less

Pressure falls on producers selling nickel near $15,500 per tonne while needing more. Indonesian producers of semi-processed nickel have seen margins shrink for months. Buyers gain: the premium on Jinchuan No. 1 refined nickel in China fell 250 yuan to 3,950 yuan per tonne on 28 October, according to SMM.

The test is whether a producer can cut output and keep the business running. Tsingshan, Lygend, GEM and Huayou, which met on 20 October to discuss halving output, run several plants and can idle some lines. The four Chinese groups run several plants and can idle some lines. A developer outside Indonesia with one project and no revenue holds no such option, and needs a price nearer APNI's level to justify building. Indonesian producers have already committed to 2027 sales contracts.

A retail holder of a nickel developer cannot know the approved quota or whether the halving happens, so position size, not timing, is the variable within reach. Developer shares can fall further than the metal while prices sit at the bottom of their range. A holding sized for a quick rebound risks a large loss if Jakarta approves more ore.

Jakarta's 2027 Quota and Smelter Cuts Will Decide Whether the Nickel Surplus Lasts

Applications close on 15 November, and 2026 quotas came on 10 February, which on the same timetable, puts the 2027 decision in the first quarter.

If Jakarta approves 2027 quotas well above the 2026 cap, the INSG forecast of a 70,000-tonne surplus in 2027 stands. If Jakarta holds near the cap and the Chinese producers carry out the halving, the lost output, annualized by Crux Investor on the producer's estimate, would exceed the forecast surplus several times over.

Jakarta’s approved 2027 quotas and Indonesia’s monthly MHP and matte output decide between the paths. An approved quota at or below 260 million tonnes would undercut the case for a lasting surplus. It would lift nickel producers and developers outside Indonesia's processing parks, whose economics need prices nearer the $18,000 per tonne Indonesia's nickel miners association (APNI) says its own industry needs, according to Argus.

Low-Cost Projects Are Best Placed to Wait Out Low Prices

Indonesia's 2026 quota cap has not held up the nickel price. Supply in 2027 rests on two decisions: the quota Jakarta approves, and whether Chinese producers in Indonesia carry out talks to halve output.

Groups running several plants can idle lines. A single-project developer with no revenue holds no such option, and its shares can fall further than the metal.

Thin margins have already pushed four Chinese producers in Indonesia to discuss the output cuts the quota did not deliver. Producers with low costs and room to cut are best placed to hold through the wait.
